REGULAR MEETING

CALL TO ORDER: 9:00 a.m.   District Office Boardroom

                                    11011 East Highway 120, Manteca , California

 

ROLL CALL:  Bob Schulz, Ralph Roos, Dave Kamper, Dale Kuil and John Holbrook

 

PUBLIC COMMENT:  The Board of Directors welco me s participation in Board me etings.  Matt ers under the jurisdiction of the Board that are not posted on the Agenda, may be addressed by the general public.  However, California Law prohibits the Board from taking action on any matter which is not on the posted Agenda unless the Board determines that it is an e me rgency or other situations specified in Govern me nt Code Section 54954.2.  Per Board action taken on January 12, 1988 , public com me nt is limited to 5 minutes per individual.  If me mbers of the public desire to address the Board relative to a particular Agenda Item at the ti me which it is to be considered, they should so notify the President of the Board at this ti me .

C.     Consider adopting Resolution # 08-12-V, Authorizing Sale of Property no Longer Necessary for District Purposes.

D.     Consider adopting Resolution # 08-13-V, Authorizing Sale of Property no Longer Necessary for District Purposes.

E.      Accept and file Notice of Completion for Great American Carwash on Airport Way in Manteca .

F.      Accept and file Notice of Completion for the District Solar Farm.

G.     Approve Service Abandonment Agreement #1553 for Joseph Steigenga, 1.47 ac. (APN# 257-270-78).

4.                  Authorize General Manager to solicit bids for the Process Optimization Projects submitted for completion in 2008.

 

5.                  Approve new job description and salary range for an Administrative/Communications Specialist and authorize filling the position.

 

6.                  Authorize General Manager to enter into agreement for redesign of District’s website.

 

7.                  Approve creation of ad hoc committee to approve community relations expenditures.

 

8.                  Authorize General Manager to contract with McDonald Partners to review the Frankenheimer/Woodward accounts with TID.

 

9.                  Approve purchase of four portable lift systems under the CMAS contract from Gray Manufacturing Company.

 

10.              Approve purchase of new Caterpillar 939C loader to replace the 1973 International 125C.

 

11.              Consider conditional approval of Voortman annexation request to service approximately 80 acres of land west of Austin Road .

 

12.              Authorize Engineering Department Manager to negotiate an agreement with the City of Manteca and private developer relative to the District’s replacement of the FCOC crossing at Louise Avenue to be reimbursed by the City and private developer.

 

13.              Authorize acceptance of proposal for engineering services for the design and construction of various capital improvement projects for this year’s winter maintenance season.

 

14.              Authorize acceptance of proposal for engineering services for the design and construction of the proposed Division 9 irrigation enhancement project.

 

15.              Authorize staff to solicit bids for the purchase of concrete pipe for this year’s winter maintenance projects.

 

16.              Authorize General Manager to hire temporary employees for Engineering Department.

 

17.              Consider cancellation of irrigation service abandonment agreement for Weststeyn/Madsen Trust property.

 

18.              Jim Atherstone, Environmental Compliance/Safety Officer to update the Board on his department.

 

19.              Directors reports on 2008 National APPA conference in New Orleans .

 

20.              Consider compensation adjustment for General Manager and General Counsel (following closed session).
