Assessment & Membership Information

Q: How much are the membership dues in 2006?

A: The 2006 membership fee (dues) is $1.50 per parcel acre, which includes the California State Board’s fee of 31 cents, plus any outstanding balances for irrigated parcels that were not enrolled in 2004 and 2005 at the rate of $1 per parcel acre.  In 2006, the enrollment charge (dues) for 10 acres or less is $20. 

Q: When is the deadline for paying the 2006 dues to the Coalition?

A: October 15, 2006.  From October 15, 2006 to December 31, 2006, the membership fee is $1.75 per parcel acre with a minimum of $25 for parcels of 10 acres or less.  After December 31, 2006, the Regional Board will not allow us to accept new members.

Q: What happens if we do not join a coalition by December 31, 2006?

A: The State of California ’s Regional Board has indicated that individuals will have to obtain permission to join a coalition from the Regional Board’s Executive Officer.  The Regional Board has not finalized what an individual must do if that person has not complied with the Irrigated Lands Program, but one option under discussion is to have that person apply for a wastewater discharge permit for at least one year - meaning they will have to go through the process on their own and monitor their drain/storm water.

Q: Explain the $1.00 late fee and some have mentioned an additional 21 cent per acre assessment.

A: There is no late fee for this coalition; however, there is an increase in the fee if a payment is not received before October 31, 2006.  To be a member of the coalition a landowner must bring his account current, which means that if they had not joined in 2004 and 2005, they would have to pay for the missed fees in addition to the 2006 fee.  The 2004 and 2005 dues were at $1 per parcel acre.

Q: Why have the Coalition’s dues gone up?

A: The Regional Board's new Monitoring and Reporting Program requires the Coalition to expand the number of monitoring sites from 12 in 2005 to 15 in 2006 and required us to test for more pollutants.  More sites to monitor and more lab tests to run increases our operating costs – and forced an increase in our budget.
