The Board of Directors of the South San Joaquin Irrigation District met in regular session in their chambers at the hour of 9:00 a.m.

 

Upon roll call the following members were noted present:

 

DIRECTORS:         HOLBROOK         KAMPER        KUIL          SCHULZ         ROOS

 

Also present were Secretary/Manager Shields, District Counsel Emrick, Communications Coordinator Sayler, Water Treatment Plant Manager Hubkey, Engineering Department Supervisor Bologna, and Utility Systems Director Battles.

 

President Kuil called the meeting to order and asked for public comment.  There being none he asked the Board to consider approving the Consent Calendar items as submitted. 

 

CONSENT CALENDAR

 

A.                 SSJID Warrants of $709,042.11.

B.                 Regular Board Meeting Minutes of May 13, 2008.

C.                 Accept and file Notice of Completion for Christian Worship Center project located on Button Avenue , Manteca involving replacement of a portion of Lateral “Re”. 

D.                 Accept and file Notice of Completion for the Bella Vista project on Woodward Avenue in Manteca , involving replace me nt of a portion of Lateral “Ya” and Drain 8a.   Director Holbrook asked if we tested compaction on pipelines such as the Bella Vista pipeline.  Bologna said we do, but only on road crossings, and occasionally spot checking if our inspector feels it is necessary.   He felt we should do so me testing on a sample basis.  Schulz said OID puts “pea gravel” in their lines to the center of the pipe; he feels that may be a bit excessive but on the A line we had problems with voids under the pipe.  Bologna said he would talk to Kleinfelder Engineering, who does compaction tests.   Motion by director Roos, seconded by Director Holbrook, to approve the Consent Calendar items as presented.

Consider replacing the 1986 Bobcat Model 743.  Shields said we tried out three different skid steers.  We received proposals from Bobcat Central, Inc for $24,777.11, and Holt of California for $26,714.25.  Staff recom me nds purchasing from Bobcat Central, Inc for $24,777.11.  Motion by Director Schulz, seconded by Director Roos, and unanimously carried, to purchase the new Bobcat from Bobcat Central as recom me nded.  

Consider conditional approval of grading and excavation plan for Roger Bianchi, et. al., located at the SW corner of Alice Avenue and Veritas Roads.  Bologna said we have reviewed the plans and find that it is in conformance with District standards with the exception of so me minor modifications.   Director Holbrook said this land is flat, does Bianchi realize the additional work required to flood this property.  Bologna said that the irrigation require me nts are specified by notes on the plans, and he and Mr. Bianchi have discussed irrigation.  Bologna asked for conditional approval to execute the plans and related permits as soon as minor modifications are made.   Motion by Director Kuil, seconded by Director Roos, to conditionally approve as recom me nded.   Motion carried, Ayes 4, Noes 1, with Director Kamper voting No.

 

Consider approving a me nd me nt to the Developer’s Agree me nt with Raymus Ho me s and Frontier Land Companies relative to the District constructing a portion of improve me nts within their respective develop me nts to be reimbursed by the developers.  Bologna said this project will allow us to push water from the “Ya” to the “We”.  Plans are complete and we are in the process of doing the final plan checks.  We estimate the project will cost around $500,000.  Interest to be paid by the developers is at 4.5%.  We will in effect place a lien on the properties.  If approved we will send out RFP’s for the work.   Motion by Director Kamper, seconded by Director Schulz, and unanimously carried to approve the a me nd me nts to the Developer’s Agree me nt as recom me nded. 

 

Consider proposal from David’s Engineering, Inc. to assess District data adequacy for water balance develop me nt and to provide recom me ndations for possible changes to our record keeping procedures.  Shields said it is critical the information collected be correct.  Bologna said as an example, we have internal docu me nts reporting one parcel applying 13 inches of water to 37 acres during one irrigation. We need to have accurate information which will provide a valuable tool assessing further improve me nt projects such as the improve me nts planned for Division 9.  We need to know where, how much, and how often we are running water into drains.  After discussion it was moved by Director Holbrook, seconded by Director Kamper, and unanimously carried to approve the proposal of David’s Engineering, Inc. at a cost not to exceed $9,906.00. 

 

Consider approving contract amendment with SunTechnics and approving notice of completion for the solar project at the WTP.  Emrick said we are not going to ask for the Notice of Completion today because we have yet to negotiate  the amendment to the  agreement with SunTechnics.  He said we are still working on getting a guaranty on production.  Originally SunTechnics guaranteed 100%, but with the smaller project, are unwilling to guaranty that level of production.   However, we have not found any agreements where the installer guaranteed 100%. Emrick handed out a sheet that recapped production at the solar plant from May 16 through May 26.  We had a high of 909 kwh and a low of 113.  The higher number exceeds our modeling.  He said we now know that it compares favorably to the model  on sunny days, but not as well on cloudy/rainy days.   Shields said we are plumbed for water to wash the panels, but it is not hooked up to a source yet.  We are currently looking at options.  No action was taken.

 

Consider approving Engineering Depart me nt Manager job description/salary and authorize the General Manager to fill the position. Shields said once the job description and salary are approved he would fill the opening.  Director Holbrook said he thinks we need a licensed engineer for the position.  Shields said the license does not guarantee a good supervisor.  However, he agrees, on occasion, we need a licensed engineer to sign docu me nts, but we can get a consultant to do that.   After discussion it was moved by Director Schulz, seconded  by director Kamper, to approve the job description of Engineering Depart me nt Manager and the annual salary of $85,000 to $98,000 + benefits.   Motion Carried, Ayes 4, Noes 1, with Director Holbrook voting No. 

 

President Kuil asked WTP Manager Hubkey to give his report:

 

Hubkey reported the following:

 

Last week the log booms in front of the wall in Woodward Reservoir broke.  The Sheriff made a temporary fix.

 

The compressor that blows debris off the screens at the upper intake failed to shut off.  There was no damage, but we are looking at a better way to monitor this than the current drive by three times a week. 

 

We are currently having sludge hauled out of bed 3. 

 

President Kuil called for closed session.  District Counsel said we will discuss four items as follows:

bulletPublic Employment Performance Evaluation. Gov. Code, S. 54957.  Positions:  General Manager, General Counsel. 

 

Upon returning from closed session it was reported that no reportable action was taken in closed session.

Asked about registering for ACWA Conference in Long Beach , CA in December.  All five directors said they plan to attend. 

 

Paul Mahoney, Manteca Bulletin, sent a handwritten thank you note for our attendance and presentation at their anniversary. 

 

Doug Stidham, Escalon’s City Engineer is retiring effective Friday, June 20th.

 

Relative to our meeting the second Tuesday of June, a majority of the Board will be at APPA that week so he recommends having just one meeting next month on June 10th.  The Board concurred. 

 

PG&E sent in claims for renewable energy credits at Frankenheimer and Woodward mini hydro’s.  We notified TID of PG&E’s claim. 

 

SEWD is having its 60th anniversary on June 6th.

 

The new padlocks we purchased have been installed.

 

Handed out a letter from Lowell Ploos, SGRGA Manager stating he is retiring. 

 

Battles reported:

 

The motion detection alarm system on the Solar Farm is in, not hooked up, but should be soon. 

 

Director Holbrook:

 

Reported he attended the San Joaquin County Flood Control Advisory Committee meeting on May 21, 2008.   The committee wants a commitment on the Peripheral Canal .  They are very worried about the canal. 

 

There being no further business to come before the Board it was moved by Director Roos, seconded by Director Schulz, and unanimously carried to adjourn to June 10, 2008 at 9:00 a.m.
