Irrigated Lands Program and Coalition Membership

 Dear Sir/Madam:        

 

The Irrigated Lands Program (ILP) is a program required by the State of California ’s Regional Water Quality Control Board (Regional Board) for irrigated agriculture.  Any person or entity that irrigates a crop (including pasture land) and discharges water (both from irrigation and/or storm runoff) from their land must either belong to a Watershed Coalition such as the San Joaquin County & Delta Water Quality Coalition or apply for an individual discharge waiver through the Regional Water Quality Control Board. 

 

We are writing you because your parcel listed above is currently not in the San Joaquin County and Delta Water Quality Coalition (the Coalition).  If your parcel does not qualify as part of the ILP, then no action is required.  If your parcel does qualify as part of the ILP and is not listed as being part of the Coalition, there are several options to become a member of the Coalition or you may apply for an individual waste discharge waiver from the Regional Board. 

 

Options to become a member of the Coalition:

1.  If you currently are a member of the coalition with other parcels, just contact the Coalition and inform us of the new parcel numbers and we will add them to your current membership and send out a new invoice for the added acreage

2.  If you recently purchased the parcel and are not currently a member of the coalition, you must fill out the enclosed form and send it to the Regional Board for approval to become a member of the Coalition.  Parcels that were previously in the Coalition under a different owner or lessee are not grandfathered in. 

3.  If you missed the December 31, 2006 deadline to join a coalition, you must fill out the enclosed form to get approval from the Regional Board to join the Coalition

4.  If you are currently leasing the property to another entity or person, please contact them and determine if this program applies to your property.  If the lessee is currently a member of the coalition, have them contact the coalition to add this parcel to their membership and a new invoice will be sent to them or if they are not a member of the coalition, have them fill out the enclosed form to get approval from the Regional Board to join the Coalition.

 

Again, no action or membership is required if the land is not farmed or irrigated and does not discharge either storm water or irrigation water from the parcel. By not responding you will be removed from the data base.
