Under general direction of the General Manager, the Water Resources Coordinator plans, organizes, coordinates and participates in the performance of a variety of professional duties related to all aspects of surface water and groundwater resources planning efforts including long-range water supply planning and overseeing and participating in complex studies related to water demands and supply; and to provide technical assistance as necessary.


The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Plan, prioritize, and develop, direct, and review the work of personnel and consultants involved in the collection, numerical modeling, and analysis of water resources data.
  2. Coordinate Sustainable Groundwater Management Act compliance activities for the District, including participation and representation of the District in regional sustainability planning and compliance processes.
  3. Assist the General Manager in administration of the South San Joaquin Groundwater Sustainability Agency.
  4. Advise senior leadership in the development of groundwater resource planning and implementation activities.
  5. Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
  6. Participate in evaluating the activities of staff in areas of water resources management, recommending improvements and modifications.
  7. Perform the most difficult and complex analysis work in support of water resources planning.
  8. Represent the District in the community and at public and professional meetings.
  9. Prepare complex water resources studies involving the collection and analyses of data as it relates to water planning and meeting water demands.
  10. Ensure compliance with applicable local, state and federal water regulations relating to District water operations.
  11. Develop and utilize data management and analytical tools to assess the ability to meet current and future demands, maintain water resources records and databases.
  12. Research and prepare technical and administrative reports and recommendations on water resources planning issues.
  13. Recommend policies and practices for review by the General Manager, Engineering Department Manager, Water Treatment Plant Manager, Irrigation Operations Manager, and the Board of Directors.
  14. Prepare and develop recommendations on alternative approaches to optimize water system operations and performance using numerical modeling techniques. Develop and maintain district water models. Evaluate and recommend water supply allocations.
  15. Actively participate on regional and state-wide water committees; provide technical assistance.
  16. Answer questions and provide information to the public and District staff research requested information and make recommendations appropriate to resolving inquiries and/or complaints.
  17. Prepare annual water rights reports for submission to the State Water Resources Control Board.
  18. Build and maintain positive working relationships with co-workers, other District employees, outside agencies and the public using principles of good customer service.
  19. Perform related duties as assigned.

  • Participate in complex and specialized water resources planning studies and analyses.
  • Effectively represent the District at the local, regional and state-wide level.
  • Perform computerized modeling and forecasting.
  • Effectively coordinate with other District divisions and departments and outside agencies.
  • Research, compile, analyze, interpret, and prepare a variety of water supply and water demand data.
  • Prepare and present technical financial information in a meaningful way.
  • Operate and use modern office equipment including a computer and applicable software.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.

Education and Experience GuidelinesAny combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education equivalent to a Bachelor’s degree from an accredited college with major coursework in Engineering, environmental studies, economics, or a related field.


Five years of progressively responsible experience in water resources planning.

License or Certificate:

Possession of a valid certificate of registration as a registered Engineer issued by the State Board of Registration for Civil and Professional Engineers is preferred but not required.

Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles. A good driving record of at least two (2) years duration, as evidenced by freedom from multiple or serious traffic violations or accidents. Possession of and continuance of a driving record that does not cause adverse effect on the District’s automobile insurance rates is required.

Environment: Work is performed in an indoor and outdoor environment with travel from site to site; exposure to all types of weather and temperature conditions, confined spaces, noise, and dust; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain; may be required to work weekends, nights, or unusual shifts, and be available for emergency callback duty.

Physical: Primary functions require sufficient physical ability and mobility to work in an office and field setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to climb ladders, stairs, ramps; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

Pre-employment medical Examination: All persons selected for appointment for a permanent position must pass a medical examination paid for by the District. This medical examination will evaluate the applicant’s ability to meet the physical and health status requirements for this classification as stipulated in the District’s medical standards. The examination also includes a chemical screening.
