$51.30 – $62.37 hourly

SUMMARY DESCRIPTION

Under direction, supervises the operation and maintenance of the SCADA and telemetry systems and water pumping equipment; troubleshoots and repairs electric panels, gate control automation systems, computer systems, and software applications; prepares project budgets, and assigns and oversees water construction projects.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Supervises the installation, maintenance, and troubleshooting of a variety of electrical and electronic equipment, telemetry systems, and other equipment used in the water distribution operations of the District; assists in replacing and inspecting equipment.
  2. Coordinates necessary repairs and maintenance to the Main District Canal (MDC) distribution system; supervises the daily operation of the MDC.
  3. Prepares a variety of documents and reports on water delivery, the MDC, and drain flows; maintains parts and equipment inventories.
  4. Maintains and prepares water records; maintains records on work accomplished, including time, materials, and equipment used; sends regular reports to supervisors.
  5. Troubleshoots problems with VFDs and pumps; makes repairs to other water transmission equipment.
  6. Mediates disputes between customers and staff involving water deliveries.
  7. Provides training for the operators on the equipment and practical use of the SCADA system and equipment used in the operation and maintenance of irrigation systems.
  8. Attends and participates in management meetings.
  9. Maintains the integrity of the PLC software and SCADA servers and backs up data; calibrates level transmitters.
  10. Responsible for installing new networks, adding PCs to networks, and installing software; modifies, installs, and upgrades SCADA and telemetry software.
  11. Submits requests for capital improvement projects; estimates project cost and presents request to the Board of Directors or other relevant parties.
  12. Troubleshoots communication devices on the telemetry system; programs radios to replace malfunctioning units.
  13. Makes programming changes to adjust the performance of the telemetry system.
  14. Assists in the creation of the annual budget
  15. Coordinates repair and maintenance activities with other staff to minimize disruptions of water deliveries.
  16. Conducts inspection of facilities to identify need for repair and maintenance; responds to emergency situations.
  17. Performs related duties as required.
QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  1. Irrigation methods, canal operations, and water measurement.
  2. SCADA system.
  3. Tools and testing equipment used in the installation, maintenance, calibration, and repair of electrical and mechanical equipment used in irrigation and drainage facilities.
  4. Tools and equipment used in the maintenance and repair of communications, computing, and telemetry equipment.
  5. Laws, rules, codes, and regulations relating to electrical system and electronic maintenance.
  6. AC and DC circuitry.
  7. Serial and RF communications.
  8. Ladder Logic Programming.
  9. Various computer software applications.
  10. Practices, procedures, and techniques used in the operation and maintenance of wells, pumping equipment, piping systems, and related components.
  11. Sampling and water testing techniques.
  12. Operation and maintenance of valves, flow meters, and hydraulic equipment.

Ability to:

  1. Perform a variety of specialized and skilled work in the field of SCADA systems.
  2. Use a wide range of hand tools and power tools.
  3. Perform various mathematical calculations.
  4. Read and understand blueprints and schematic diagrams.
  5. Operate and maintain high voltage electrical switchgear.
  6. Communicate clearly and concisely, both orally and in writing.
  7. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines – Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade, supplemented by specialized training in electronics or computer science.

Experience:

Three years of experience in electrical or mechanical maintenance, or successful completion of a degree in electronics from an accredited college or trade school, or military experience in an electronics field. Supervisory experience is desirable.

License or Certificate:

Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles. A good driving record of at least two (2) years duration, as evidenced by freedom from multiple or serious traffic violations or accidents. Possession of and continuance of a driving record that does not cause adverse effect on the District’s automobile insurance rates is required.

Environment: Work is performed in an indoor and outdoor environment with travel from site to site; exposure to all types of weather and temperature conditions, confined spaces, grease, noise, and dust; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain; may be required to work weekends, nights, or unusual shifts, and be available for emergency callback duty.

Physical: Primary functions require sufficient physical ability and mobility to work in an office and field setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull moderate to heavy amounts of weight; to climb ladders, stairs, ramps, canals, and ditches; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

PRE-EMPLOYMENT MEDICAL EXAMINATION:

All persons selected for appointment for a permanent position must pass a medical examination paid for by the District. This medical examination will evaluate the applicant’s ability to meet the physical and health status requirements for this classification as stipulated in the District’s medical standards. The examination also includes a chemical screening.
